Menards has great rebate program
What many may not know is when that rebate slip is spent in the store to purchase more items, those items are not taxed. So you actually get 11% back from the first purchase and if the tax rate is 7%, you save that tax amount on the things you pay for with the rebate check.
That equals saving more than 11% in the end. Also I keep track of my rebates I send in each time via a spreadsheet. I log them in when they return and I have received every one back.
I've not seen any other rebate program that is easier to process for a customer than what Menards has set up. It can not be easier for a person to process these rebates unless someone else did it for them.

You are forgetting the postage you are spending to send these in. Yes, you can send multiple ones in an envelope when they are going to the same PO Box, but you need to mail them in. If your rebate is for $1.00 and you are spending $0.49 for a stamp you are only getting $0.51 back.
If Menards would get with the times and just do a gift card right at the register it would be easier for everyone and he would not need the company that handles the rebates.
